Any high pop server is likely to have more pvpers by virtue of having more people in general. You can also do some quick research by looking at the PvP ladders and seeing where the top players are. Silvermoon is one of the most active PVE servers in EU for Alliance. If you're Alliance then I'd suggest staying on Silvermoon. If you're Horde then go Draenor. All but one of the realms is completely P2W, and the PvP is cross-realm so you'll be at a huge disadvantage anyways. Classic WotLK should be out within the next year or so, would be better to wait for that instead. Chromie is good, but it's vanilla WoW in the WotLK client. Chromiecraft is 3.3.5 but currently limited to level 64. The Atlantiss team is planning on launching a fresh TBC server under Stormforge, unofficially announced Q1 2023.
